Document Submission Guidelines
As required by our university, accreditation officials, and California law, your admission is not complete until we receive and verify all:
- Official transcripts/mark sheets
- Proof that you earned a diploma and/or degree, if applicable
- Official English proficiency test scores
Proof of your diploma or degree can be either indicated on your transcripts or on a separate degree certificate.
The university reserves the right to determine what constitutes an Official Transcript. Documents submitted to the university become the property of the university and will not be returned under any circumstance.
Important Information To Review Before Submitting Documents
Transcripts (academic records) for high schools/secondary schools, colleges, or universities outside the U.S. are defined as, but not limited to mark sheets, diploma supplements, graduation certificates, and degree certificates.
Official Documents
All U.S. transcripts must be submitted as official; unofficial transcripts will not be accepted:
- Documents submitted in a closed/sealed envelope issued directly from the institution.
- Electronic transcripts from US schools/colleges that partner with companies such as , , and .
- Electronic Transcripts/Mark Sheets and Degree Certificates must be sent to IAOoffdocuments@csueastbay.edu directly from the institution's registrar's office or office of examinations.
- Course-by-course evaluations submitted directly to CSUEB from WES are equivalent to official documents, if applicable.
- Certified English translations must be sent directly by the translation service.
The University reserves the right to determine what constitutes an official document.
Unofficial Documents
International transcripts and test scores will be accepted as unofficial if:
- Documents are sent via email by an applicant/student or by an unverified school official.
- Documents are NOT in a closed/sealed envelope issued directly from the institution (most commonly a copy of an applicant/student’s ORIGINAL documents).
- Documents are uploaded through the document collection form, using the unique link provided after submitting the online application.

Submitting Your Documents
After submitting the Cal State Â鶹ÃÛÌÒAV application, you will receive an email from International Admissions requesting you to submit your documentts and the next steps. You will need your NetID to complete the form and upload all required documents. **Only international transcripts and test scores will be accepted as unofficial.
Please note:
- Organize your documents in chronological order.
- If you have attended multiple institutions, attach them separately.
- If you have multiple degrees, attach them separately.
- Accepted file types: PNG, PDF, or JPEG. If we cannot view the document, it will not be accepted.
- Do not send password-protected documents.
Applicants from India:
- Submit all mark sheets, including backlogs and degree certificates.
- All semester mark sheets up to at least semester 7 are required if you are still in the progress of completing your bachelor’s degree program.
- Three-year bachelor's degree holders:
- All six semesters must be completed and an attested degree certificate from the University attended must be issued.
- Submit an official course-by-course , accompanied by the marks and degree certificate from the University attended. Please request this document to be sent electronically by WES to IAOoffdocuments@csueastbay.edu.
Applicants from China:
- English and Chinese versions of transcripts, graduation, and degree certificates are required.
- A Certificate of Completion is not equivalent to a Bachelor’s degree.
Applicants from all other countries:
Original language (if issued) and English versions of transcripts and degree certificates are required.
The university reserves the right to:
- determine what constitutes an official transcript,
- request further documentation, if necessary, and
- verify the sender of these documents before accepting them as official. Electronic transcripts that originate from the student's personal email address will not be accepted; those are unofficial.

Official transcripts from the last four years of the high school attended.
Official transcripts from the last three years of the secondary school attended.
All academic records issued in a language other than English must be accompanied by a certified English translation; those guidelines can be viewed below under Translation Requirements.
Undergraduate applicants from Bangladesh must submit their grade 10th & 12th examination marks.
Undergraduate applicants from India must submit their grade 10th & 12th examination marks.
Undergraduate Applicants from China must submit English and Chinese versions of their senior secondary school transcripts for grades 10-12, as well as their graduation certificate.

Official transcripts from each school attended are required.
Students are required to submit the current official transcript showing “In-Progress” coursework AND submit the final official transcript when all grades are posted at the end of the term.
Transcripts in both Chinese and English are required from each college/university attended.
Graduate applicants from China must submit English and Chinese versions of a graduation certificate, degree certificate, and transcripts. We do not consider a “Certificate of Completion” equivalent to a Bachelor’s degree.

We require university attested and sealed photocopies of original mark sheets and degree certificates. These attested copies of original academic documents must either arrive in our office in a university stamped and sealed envelope or be sent electronically by the conferring institutions registrar's office or office of examinations to iaooffdocuments@csueastbay.edu. Valid official provisional certificates directly from conferring institutions will be considered. The university reserves the right to request further documentation.
Semester mark sheets, consolidated mark sheets, and degree certificates are required from each college/university attended.
Submit documents for all levels of education, Bachelor’s degree or higher.
Graduate applicants are required to submit:
- Semester mark sheets and consolidated mark sheets (must show grades for at least seven (7) semesters) and degree certificates.
- Degree certficates must be issued by the conferring university; we cannot accept degree certificates issued by colleges.
- Three-year bachelor's degree applicants must have completed their degree and obtain a WES course-by-course evaluation. When submitting they must be electronically submitted from WES.
Transcripts in the original language (if the college/university does not provide documents in English), and English translation, if applicable, are required from each college/university attended.

Translation Requirements
All applicants that have academic records from outside of the U.S. are required to submit an English language translation if the original language transcript is not in English.
Official English language translation requirements
Academic records (transcripts and degree certificates, if applicable) must be prepared in the native language and accompanied by complete, literal English translations prepared by the university’s authorized official, such as the Registrar, Rector, or Recorder. Grade conversions to the U.S. scale are not acceptable. The translation must include the names of all degrees, diplomas, and certificates as they are known in the country of origin.
If a translation cannot be obtained by the issuing institution or appropriate government agency, a sealed copy from a translation service delivered directly to Cal State Â鶹ÃÛÌÒAV can be accepted as an official translation. The applicant is responsible for the cost of translation and postage.
